From HERE I can go to "advanced" settings and turn on things line "network discovery" for BOTH private and public networking. Buried three layers down from the nominal windows "settings" app screen I find my connection in Network and Sharing under the Control Panel there is a item that says the network connection is Private. So, guessing at the missing steps, I go to my network and sharing and check there.

There is nothing here that lets me change that status. But the only hint here that this is a private or public network is buried one more layer, but it only says in the description that it was Automatically added by trusting a private network. IF I look under firewall settings I can find a section called My Network Connections. There is very little in my McAfee firewall settings that mentions or governs the "private" or "public" status of my network connection.
